How to read this page
Campaign websites were reviewed October 28, 2026. The forum section uses the September 15 Advocates forum’s automatic-caption transcript. It records only statements found in that exchange; it is not a complete record of every candidate’s support or endorsements. “No list found” means the site reviewed did not publish one, not that the candidate has no endorsements.
Forum excerpts are brief and linked to their timestamps. Captioning can misrender names; summaries identify speakers and candidates from the exchange. A shared campaign or public-event photo alone is not treated as an endorsement unless the accompanying campaign material or caption identifies it as one. The reviewed public sources establish that Toni Iseman endorsed both Joy Berry and Alex Rounaghi; those are separate endorsements, not evidence of a shared slate. Financial contributions and outside spending are shown separately and are not treated as endorsements. None of this is a recommendation by Laguna Advocates. Candidate portraits are the existing images credited to Laguna Canyon Conservancy (LCC).
Incumbent-to-incumbent support stated at the September 15 forum
The forum record shows reciprocal support statements between Rounaghi and Orgill, and each named Kempf as someone he supported or would endorse. It does not establish a formal slate. Kempf was absent, so her own support for either colleague is not established by this exchange.

Campaign filings report money received by committees and spending made to support candidates. Those records show financial activity; they do not by themselves establish a candidate’s endorsement of a donor or the donor’s motives.
$100,000 contribution to an outside committee
Regency Properties, L.P. and Affiliated Entities reported a $100,000 contribution received September 30 by the Laguna Beach Good Leadership Committee Supporting Kempf, Rounaghi and Orgill for City Council 2026 (FPPC ID 1497439). It went to the committee, not directly to the candidates, and the filing does not allocate the contribution among them.
The committee’s October 22 amended Form 460 reports $99,950 in independent candidate support through October 17—$33,316.68 for Kempf, $33,316.67 for Rounaghi, and $33,316.65 for Orgill—and $50 in unitemized payments. This committee spending is distinct from the original contribution.

Public-safety PAC filings
October 15 Forms 496 reported $10,859.21 in independent support for the same three incumbents. For Kempf, the Firefighters PAC reported $1,990.85 and the Police Employees PAC $1,628.89; for Orgill, $1,990.86 and $1,628.88; for Rounaghi, $1,990.85 and $1,628.88, respectively. Separately, each PAC reported a $500 direct contribution to each incumbent, for $1,000 from these two PACs per candidate. Direct contributions and independent spending are different categories; the filings do not establish an endorsement by the recipients or donor motives.

Rounaghi’s total includes the separate $2,710 slate-mailer expenditure. These are dated, reviewed filings—not candidate-account receipts or a complete measure of every form of support.
